Rules

 

  • 1. Head Administration:The UPA is directed mainly by three councils that together make up the Head Administration – the Supreme Council, the High Council, and the Ancillary Council.

    • 1.1. Supreme Council: The head governing body of UPA is the Supreme Council (SC).
      The rank of grand admiral is reserved for Supreme Council members.
      The Supreme Council is responsible for the following:

      • 1.1.1. Creating and approving new squads in conjunction with the wing commanders of the wings which the new squads are being created for.
      • 1.1.2. Creating and appointing new staff positions for the Ancillary Council (in conjunction with a wing commander if the staff position is wing specific).
      • 1.1.3. Choosing replacements for a vacancy on the Supreme Council.
      • 1.1.4. Handling all severe disciplinary issues.
      • 1.1.5. Supervising the structure of UPA and its general direction.

    • 1.2. High Council: UPA is built up of wings, commanded by wing commanders. Together, all the wing commanders form the High Council (HC). Wings include a collection of squads, or, in some cases, only one squad.
      Each wing commander is responsible for the following:

      • 1.2.1. Keeping the Supreme Council abreast of issues regarding their wing.
      • 1.2.2. Promotions of ranks from squad leader up to the rank of Ancillary Council member. In the case of promotion to Ancillary Council member, the wing commander must ask for approval from the Supreme Council first.
      • 1.2.3. Affirming that the rosters in their wing stay current and accurate.
      • 1.2.4. Acting as liaison between a squad leader and the Supreme Council for major disciplinary issues in his/her wing, as well as closely communicating with the Supreme Council to decide what to do in such matters.
      • 1.2.5. Supervising all squad leaders under his/her command.
      • 1.2.6. Coordinating wing actions (participation in wars, meetings, and other engagements) or appointing and supervising a staff member to do so.
      • 1.2.7. Maintaining wing resources (web-pages, mailing lists, and so on) or appointing and supervising a staff member to do so.

    • 1.3. Ancillary Council: Several staff positions have been commissioned to help keep UPA running smoothly by helping several high-ranking members with certain duties. Together, all the staff members form the Ancillary Council (AC). All wing commanders and some Supreme Council members have several staff members that assist them with their various duties. If a high-ranking member requires a member to fulfill a staff position, any member without a current staff position may privately directly contact the high-ranking member to ask if he could fulfill that staff position.

      • 1.3.1. Staff members report directly to the high-ranking member they are assisting.
      • 1.3.2. Staff positions differ among the member they are helping, but listed below are several examples of regular staff positions and their duties that each wing commander might have.
        • 1.3.2.1. Staff position: Awards Administrator
          • 1.3.2.1.1. The issuing of awards for all regular events and some irregular events for the wing in question.
          • 1.3.2.1.2. Primary point of contact for all awards issues for the wing in question.
          • 1.3.2.1.3. Responsible for maintaining the awards database and information contained within for the wing in question.
        • 1.3.2.2. Staff position: Recruiting Coordinator
          • 1.3.2.2.1. Primary point of contact for all recruiting issues for the wing in question.
          • 1.3.2.2.2. Responsible for marinating the recruiting database and information contained within for the wing in question.
          • 1.3.2.2.3. If the staff member cannot participate in games anymore, but can continue to do his staff job, he will be moved to reserves.

  • 2. Squad Leaders: Squads make up most wings and consist of a collection of members led by one squad leader. All squad leaders (SL) report directly to their respective wing commander.
    Squad leaders’ responsibilities include the following:
    • 2.1. Recruiting new members.
    • 2.2. Verifying that their members remain active.
    • 2.3. Adding, deleting and editing members and their information on the roster.
    • 2.4. Verifying that all squad roster entries stay current and accurate.
    • 2.5. Appointing an XO and supervising his/her job.
    • 2.6. Appointing a TO and supervising his/her job.
    • 2.7. Supervising the actions of his/her squad members.
    • 2.8. Assisting in the development of his/her members.
    • 2.9. Promoting squad members up to the rank of squad leader.
    • 2.10. Reporting all major disciplinary issues to his/her wing commander.
    • 2.11. Handling all minor disciplinary issues in his/her squad.
    • 2.12. Reporting to his/her wing commander on a regular basis.
    • 2.13. Following orders from the Supreme Council and his/her wing commander.

  • 3. Executive Officer: All executive officers (XO) report directly to their respective squad leader.
    Executive Officers responsibilities include the following:

    • 3.1. Reporting any deleted or reserved member in the XO’s squad to the point of contact for the league or ladder that the squad participates in.
    • 3.2. Assisting in the development of squad members.
    • 3.3. Reporting to his/her squad leader on a regular basis.
    • 3.4. Various other responsibilities that his/her squad leader deems necessary to assign.

  • 4. Training Officer: All training officers (TO) report directly to their respective squad leader.
    Training officers responsibilities include the following:

    • 4.1. Primary point of contact for all training matters in his/her squad.
    • 4.2. Developing the squad members' gaming skills.
    • 4.3. Approving, modifying and deleting submitted tips in the Talon Academy.
    • 4.4. Reporting to his/her Squad Leader on a regular basis.
    • 4.5. Various other responsibilities that his/her squad leader deems necessary to assign.


  • 5. Member: The most important position in UPA is the member. Obviously without our members, our organization would not exist. Because of this, the greatest burden is placed on each of our members regardless of rank or position. But it is also here that each of us can have the GREATEST FUN. We think this is a fair trade off. As a member you will be expected to do the following:

    • 5.1. Chain of Command: Each member is expected to learn the Chain of Command. Your commanding officer(s) (CO) is your squad leader (SL) in any of the games you are playing. Any communication regarding official business regarding the game in question should be brought to his/her attention. You must contact and gain your COs’ approval in order to do the following:

      • 5.1.1. Address the Supreme Council and/or your wing commander directly.
      • 5.1.2. Request a transfer to another squad.
      • 5.1.3. Request consideration for a leadership position (such as if a new squad leader opened).
      • 5.1.4. Report a problem with another member (UPA or otherwise) to your squad leader. Your squad leader is responsible for handling minor issues and reporting any major disciplinary issues to the wing commander. In the case of major issues, the wing commander will discuss what action to take with the Supreme Council.
      • 5.1.5. Gain approval for a leave of absence (extended leave for personal reasons).
      • 5.1.6. Recruit; any member who has obtained the rank of flight officer and the permission of their squad leader may participate in the recruiting process.

    • 5.2. Learn and strictly abide by the code of conducts of all the ladders and leagues that you participate in. If you are not aware of the code of conduct of any other ladder or league for the game or games you play, consult your squad leader(s). There will be no exceptions in failure to abide by these rules, and it will result in at least a demotion.

    • 5.3. Conduct yourself in a manner that reflects positively on UPA. As UPA becomes larger, more talented, and more respected, there is little doubt that we will become the target of harassment and improper phrases. If this happens to you, you are to IGNORE those taunts. Do not lower yourself and thus UPA into unnecessary and immature arguments, shouting matches, or other unbecoming behavior. Remember that others are constantly watching us and a great deal of their opinions of us come from our perceived actions. It is sometimes necessary to lose a battle in order to win the war. If the harassment reaches a point where it interferes with your game play, please log the incidents in question by making screenshots and report these to your CO(s).

    • 5.4. Conduct yourself in a manner that identifies you as a respectable member. This involves respecting others, both UPA members and non-UPA members, as well. Calling names and insulting others on any of the UPA message boards or other public areas is unacceptable.
    • 5.5. We expect you to act maturely and truthfully as a member. Dishonest actions are NOT tolerated and are grounds for a discharge.
    • 5.6. Support UPA and its allies. This goes for participating in organized events such as a war, simple 'pick-up' games, and other events that you are asked to take part in. This also extends itself to voicing your opinion honestly and fairly in squad matters and discussions.
    • 5.7. Conduct yourself as a good sport. It doesn't matter if you've just humiliated, been humiliated, or had a close game with a UPA member, one of our allies, or a hated enemy. Being a good sport promotes the entire gaming community. As members of this community it is our obligation to make it a fun place for ourselves and others to play. Besides, no one likes a sore loser or a gloating victor.
    • 5.8. Keep your squad leader(s) up to date on all relevant business regarding your current status, your squad, and any wing, UPA-wide or external events of which you become aware.
    • 5.9. Identification: As a member of UPA you are entitled to wear the badge “UPA_” in front of your user name. When acting in any UPA capacity, you are required to identify yourself clearly and correctly. Forging messages as other UPA members on the message boards or elsewhere will not be tolerated.
    • 5.10. Security: To protect UPA members a user name password coupling has been developed for each member on the roster. This coupling is used to identify you to UPA Automated Systems. Members may make changes to their password by going to UPA User Database Services. It is the responsibility of the individual member to choose a password sufficiently random and 'un-guessable' so that their password cannot be hacked. Good passwords should be eight characters in length, contain mixed case letters, at least one number and one special character. Note: semi-colons (;) are not allowed in passwords. Hacking another members password is grounds for a discharge. Members are responsible for all transmissions made under their user name.
    • 5.11. UPA NEWS: As a member you are required to check the message boards and the news on the UPA homepage on a regular basis. This will constitute our primary communications site.
    • 5.12. UPA is a gaming club. It is not involved with any illegal actions, like sharing and distributing warez, crackz, cheatz or similar "filez," nor do we support it. Promoting any of those actions on any of UPA's message boards, homepages or open chat areas is an act that will be strictly disciplined.
    • 5.13. All members are required to check in with their CO(s) at least every two weeks unless a prearranged "leave of absence" has been granted. Failure to do so will result in your being removed from your squad position.
    • 5.14. As UPA is incorporating new games from time to time, it is harder to maintain a rule against multi-clubbing. Therefore the rule concerning multi-clubbing is as follows:

      • 5.14.1. You may join any club you want. If this club also maintains presence in any of leagues or ladders UPA is a part of and supports any of the games UPA supports, you MUST contact your commanding officer(s) and inform him/her about the situation to avoid any conflict of interest.
      • 5.14.2. Under no circumstances are you allowed to play against a member wearing the UPA uniform in any events.
      • 5.14.3. For identification reasons, you have to use the same name which you are using in UPA.
      • 5.14.4. You MUST maintain regular participation in all UPA games that you are in a wing or several wings to participate for.
      • 5.14.5. Those discovered violating against any of these rules will be dismissed from service to UPA.

    • 5.15. As a condition of membership, all new members are required to sign up in the Recruiting Office themselves. Failure to do so is grounds for immediate dismissal from UPA. Those existing members found to have signed up for another person will be disciplined strictly.
    • 5.16. Only one UPA account per individual is allowed. If discovered having more than that, you will be deleted and banned immediately. In the case of two or more family members sharing the same computer wanting to join, the Supreme Council must be informed of the situation as to avoid misunderstandings.

    • 5.17. Reserves: Members who are unable to play one or more games for an extended period of time may be placed on the reserves list.

      • 5.17.1. The reserves list is designed as a place that a member who is unable to compete for a period of time but still wants to retain their membership can reside until such a time as they can resume activity.
      • 5.17.2. Reserves are not to be used as a place to dump inactive members. Inactive members will simply be deleted.
      • 5.17.3. Members who require extended periods of leave (longer than two weeks) may ask their commanding officer(s) for reserve status.
      • 5.17.4. Each squad leader is responsible for placing members in their squad on reserve.
      • 5.17.5. Reactivation from reserves requires approvals from the wing commander of the wing and the squad leader of the squad a member wishes to be reactivated in. This reactivation has to be requested at the Transfer Officer.
      • 5.17.6. When going on reserves, a position in a member’s old squad is NOT held for him/her. When reactivated he/she will be placed in the squad that member asks to be transferred to only if there is enough room in that squad and if the squad leader of that squad approves the transfer.
      • 5.17.7. While on reserves, a member is not permitted to compete in UPA events and UPA Tog Dog, and is not permitted to participate recruiting.
